I have every confidence that the provisions
contained in Part III of Ordinance I of 1903 and the penalties imposed by Section 258 in Part VI will be effectual in prevent- ing the occurrence of these disasters in future. In this con- nection I would refer you to Sir William J. Gascoigne's Despatch
No. 61 of 18th. February, 1902, under cover of which a report
by the Director of Public Works on the Cochrane Street Disaster
was forwarded for your information. I may add that when the

Crown Agents have engaged a successor to Mr. Crisp, as re-

quested in my Despatch No. 73 of the 10th. February last
there will be three Inspectors of Buildings instead of the
one hitherto employed.
